Footer is very similar to the one found in Zoning Atlas, but with a purple background
Header maintains the state of the current page; the current page is highlighted in white, while non-active links are light purple. For sub-pages that are not in the main navigation (like the individual submarket pages), the parent is set as active ("Submarkets")

Footer created in this external repo and pulled in through npm; header is unique enough to create on its own.
