Create Content Pipeline #32

Need to develop a method for populating content as discussed in #3 and related to #1 , #2 . Would like to build of the method used in zoning, by creating markdown files to edit rather than implementing a full CRM. Will also have the opportunity to offload technical appendix copy to gitbooks.

Closing this issue out as we have gitbook for TA, react components for submarket pages and markdown for remaining text elements. Will still need to populate with text as it's available and create files for the policy page and about page.
