New tags for development not reflected in filter view #196

Though the issue was resolved in creating new tags, the user cannot filter by those tags in the main map search interface

Booting this to 1.0.2 since we're not going to be able to put substantial dev time into this for a while and want to get 1.0.1 on production.

Probably need to add the new tags to the Solr configuration and make sure they are searchable. Also need to add user interface element to search by 40b tag.
