Redirect development database site to massbuilds #226

As of right now, dd.mapc.org still brings folks to the development database. I think it would be wise if we redirected this site to www.massbuilds.com or had a ribbon/ popup on the page that told people the site was out of date and they should go to MassBuilds.

We should probably give the user a choice when we make this. They can decide if they want to be in the new site or the old site.
