Remove pennies from development cost #196

Describe the bug Development costs in the millions of dollars don't really need to be displayed down to the nearest cent.

Steps to reproduce

  1. Open any development with a cost
  2. Notice that we are very specific

Expected behavior Display cost down to the nearest dollar.
