Municipal user creation returns 401 #198

Describe the bug Trying to create a municipal user returns a 401 unauthorized.

Steps to reproduce

  1. Open your developer tools
  2. Try to create a municipal user
  3. Notice that the server returns 401

Expected behavior The user should be created pending admin approval.
