Municipal users cannot create developments #252

Describe the bug Municipal users get logged out when they try to create developments.

Steps to reproduce

  1. Log in as a municipal user with an assigned and verified municipality
  2. Create a development
  3. Notice that the page reloads and the user is logged out when the development is submitted

Expected behavior Municipal users should be able to create developments within their municipality.
