Description Validation Fails in Safari with Grammarly Extension #254

Describe the bug When a user of Safari attempts to fill in the description field, the client side validation does not update.

Steps to reproduce Walk us through how you revealed the bug.

  1. As a municipal user, you should attempt to create a development.
  2. Type some text in the description field

Expected behavior Filling out the description field should validate it.

Further testing suggests this is fixed when disabling plug-ins. Specifically the Grammarly Safari Extension.
