Editing location blocks publishing changes #294

Describe the bug When editing a development and moving the location, publishing request is not completed.

Steps to reproduce Walk us through how you revealed the bug.

  1. Go to 'massbuilds.com'
  2. Click on any 'development' within the map.
  3. Click on 'edit'
  4. Drag 'development' to new location.
  5. Click on 'Publish Changes'

Expected behavior Existing development with edited features should update in new location.
