User Interface Not Accessible on Small Viewports #304

Josh shared the above screenshot. If a user viewport is not sufficiently high, the user interface goes off the screen and the MAPC panel overlaps the important clickable elements. We suggested he attempt to "zoom out" or try a higher resolution as an interim solution to this. However to fully fix it for everyone we need to adopt this into a responsive design.

The problem is that the form is escaping the container. Really the right-panel need to be adjusted for height < 600px

Left panel is pretty good even down to 320px
