Add fields for MEPA ID and link to Traffic Impact Monitoring Reports #308

Describe the feature. What should a user be able to do? The user should be able to input and view two new fields: MEPA ID and Traffic Count Data. The first is a five-digit integer corresponding to the "EEA No." in the MEPA Project Database (http://eeaonline.eea.state.ma.us/eea/emepa/searcharchive.aspx) the second field would be a URL linking to the MassDOT Transportation Impact Assessment Monitoring Report database or another source of data about traffic monitoring/traffic counts. The user should be able to filter on the former (either by number or is/is not null) as well as the latter (is/is not populated.) A user should be able to enter both pieces of information via the project creation or edit form (both nonrequired.)

Why do we need this feature? MassDOT would like to direct project proponents to collect traffic counts from "similar" projects in order to determine estimated increase in traffic. The additional fields would allow a user to filter on project characteristics and then select only those that have a link to traffic monitoring data hosted online (by MassDOT or localities), where they could go collect the required counts.

Alternatives The MEPA # is sometimes included in the description field but not consistently and is not searchable.

Additional context MassDOT will also be adding the MassBuilds URL as a new field in their TIAMR database and will be populating it with a link to the project record in MassBuilds.
