Add District Resources page #42

Add a new page “District Resources” with links to all paper survey forms (MAPC will provide page content and PDF files) • On schools page in “paper Surveys” box change the text under the links to “For paper survey templates in alternate languages, click here.” (link to District Resources page) (I will send you the files and text to be posted here)

Looks like github doesn't allow zips and docs and pdfs, just images.

Pavel, District resources page looks good, though we still need to make an edit to the schools page so district official users can get there: • On schools page, in “paper Surveys” box, delete existing links and text and replace with “For paper survey templates and other resources for a successful survey, click here.” (link to District Resources page)

Changed text a little bit, it's best to avoid 'click here' and just make the target subject a link.
