Limit access for District Official user group #46

“District Officials” user group members should be limited to viewing the schools in their district and if they specified a school in their profile, that school. (Currently a district official could view and activate surveys from another district. Think of the havoc they could wreak!)

I added a limitation to viewing districts. I realized there are some other issues that stem from this, because people can change their districts. I have made it readonly right now, unless its an admin or MassRIDS staff. Because I left the school as editable right now, because people might set that after registering, I am not limiting access to a particular school now. We will have to talk in more detail about how to further limit this and make consistent.

Pavel, that sounds good. OK for people to have access to other schools in the district.
