New Survey Set Form -- location #63

Can we move the "New Survey Set" form to the left hand column underneath "Paper Surveys"? otherwise as the table of survey sets grows the form will be pushed down to the bottom of the page. Also can you change the title of the form and the table to use the term "instance" instead of "set"? (New Survey Instance, Survey Instances) Thanks

I renamed the sections, however, I can not move the bottom form easily, because the table and the bottom thing are part of the same form.
