Run script to auto create survey sets using a clustering algorithm on existing surveys

Completed. Since many schools have 0 surveys there actually isn't that many survey sets (205 total), and those are in an even fewer number of schools. It may not be all that problematic to just use the district page to look at them and modify them where needed.
