Remove 'Delete' button from Survey Instances table on Schools page

do not allow school administrators to delete prior survey instances. if possible, retain "delete" functionality for survey still in progress so that survey period can be modified without creating multiple overlapping instances.
this can wait until we have a new task order in place.
