Add a short once sentence description or short title to muni card to provide context.

Example: instead of just Millis in top row. Maybe: Suitability Analysis of "stip malls" identified sites for Millis

@cmspence Labeling suggestions per Slack:

Recommend changing "Quantity of sites: XX" -> "XX Sites"
Recommend changing "Tax Differential", "Tax Revenue Differential" --> "$XX in new taxes per site" or something more digestible
