Import permits and view on map #61

With this PR, we can view labeled permits on the map after importing them into our system. This resolves #1 and resolves #7.

10 remains unresolved because we still need to be able to view the details of a permit when a user clicks on the label.

Additionally, you should add append the bundle exec sidekiq command to concurrently.
