Test Modes #7

Add test modes for every subsystem, which is most likely a manual mode. This just requires an addition to set for test mode, and maybe an added control state, as well as test subVIs that send the notifications to the determiners. I'll plan some test controls.

Every part of the robot is able to be moved manually in test mode now.
