We'd like to remove the need for the user to call any setup routines to add the library to the path.
The best way to do this would probably be by using a singleton class as Eivind Hennestad has done in Brain Observatory Toolbox.
It needs to be tested so that it works for all of the ways we expect users to deploy the toolbox:
