Added google translator in footer

Description

Google Translator added using google translate library.

Motivation and Context

This makes the website multilingual and therefore more accessible. Solves Issue: #409 https://github.com/MAVRICK-1/e-commerce_website/issues/409

How Has This Been Tested?

The code has been tested by running the website on local server also it doesnot affect any other parts of code.
