Could not load properties file when in classpath #37

What steps will reproduce the problem?
1. My properties file is in src/main/webapp/WEB-INF/test.properties
2. Am using tapestry and liferay
3. I see error in javascript console :GET 
http://localhost:8080/web/helin/fleet.properties?_=1399380367975 404 (Not 
Found) 

What is the expected output? What do you see instead?
Get it worked

What version of the product are you using? On what operating system?
i18n:1.0.9 & Win 7

Please provide any additional information below.
