如题，自动标记 7 天不活跃的 Issue/PR 为 stale，自动关闭标记后 7 天仍不活跃的 PR

关闭 issue 没有意义，就是因为没有处理完才会不手动关闭。关闭 PR 建议改为仅关闭等待作者修改但是无响应的，可以通过特殊标签等实现。

关闭 issue 没有意义，就是因为没有处理完才会不手动关闭。

有几个点，或许还是提前开 issue 讨论下比较好：

标签 inactive 会不会比 stale 更好？
豁免标签，有些长期未实现的 feature issue 是否值得被标记为 stale？
考虑豁免已分配的 issue
如果 PR 在等待更高权限的管理员 review，如何豁免，还是按计划关闭？

7 天这个时长有些短了，至少得 30 天吧。并不是每个人都是一直有空看 github 的

除此之外，有一些 issue / PR 本身即为需长期讨论确认的东西，本身该常开着的。为了对抗这种自动关 issue bot 导致的无效灌水回复，反而会对仓库的维护造成影响

目前本仓库的 pr / issue 积攒数量并不多，我觉得暂时不需要这个功能。最多也就搞个自动加个 stale 标签的 bot，自动关我觉得暂时没有必要
