Screen "flipping" #22

Conducted testing today with Campus Safety. The top section of screen where the response is logged kept flipping from the earliest call to the latest call every minute or so.

@eliruss, do you mean that the sort order was changing? What browser were you using?

Yes, that. Used IE and Firefox on two different computers.

Okay, just wanted to be sure I understood the issue. I'll investigate.

@EliRuss I have made a change that should fix this issue as well as #21 (I think they had the same root cause related to date parsing). I have tested it with a recent version of Firefox (version 44) and Chrome (version 49). Please make sure campus safety is using an up-to-date version. I have no way to test in IE so IE is not supported.

As a bonus, I've updated the UI a bit so that the dispatch date displays as something like "March 7th 20:18:30 (12 minutes ago)" rather than the "2016-03-07 20:18:30" it was before.
