Adds //flip command #18

@hamptonmoore could you uncommit the cargo.lock file?

Also, I don't see much use in the flip command if it does not also flip directional blocks such as wall redstone torches, observers, repeaters, comparators, etc

Implemented in e8028c9d759fb76a46cfcf6a9dc4a079739955c6 with code from this patch (This was way too outdated to merge properly)
