[server] user management commands (/kick, /ban, /whitelist) are SO much needed #339

The title says it all. It's a server, it should allow operators to kick or ban players or to set up a whitelist.

Out of scope of this project. I plan to do serverutils one day, but this will not be a part of the launcher.
