I have already solved my issue. I had used the replacetobiome option in this because I was out of ID's. So now I have another issue - I am out of id's! I have 300 or so custom biomes and I want colors for all of them. Can I do that?
I'm not sure what you are asking. There are 255 saved biome ids and 1024 total biomes possible (1024-255 Virtual Biomes). You should be able to assign BiomeColors to all 1024 and run \tc map
and see those colors or use them in FromImage mode.

Hello. I have tried installing the terraincontrol forge mod to play with foliage, watercolor etc, but to my disappointment it did not work at all. At first I thought the problem was on my end, but I am starting to think this is a bug as I have tried using muliple versions of both spigot, the terraincontrol bukkit plugin, and the forgemod in various combinations.
Here is an example of one of my biomeconfigurations. The biome itself works. The BO2's are in the world, I have messed a lot with custom height control, which also works. I have tried the things above, and also 3 different versions of Forge 1.8. Is this a bug, or am I just missing something?
