TerrainControl not working with /locate #477

TerrainControl generated worlds return nothing for /locate in Spigot 1.11, yet stock Spigot 1.11's /locate works fine. This prevents Cartographers from working properly and prevents finding the woodland mansion.

Thanks for the report.

I'm merging this issue with issue #340, as both have the same cause.
