Weird issue on Russian Windows

When I tried to run python src/main.py on Russian Windows 10 32 bit with Python 3.7.0, I got the following error.
Any ideas?

Interesting. Now I see the same thing on English Windows:

OSError: [WinError 126] The specified module could not be found
