Tags Page Needs Formatting #2

Modify tags page to appear like home page (except filtered list). May revise later.

This task is 75% complete - just needs formatting of the category / tag title (currently the same formatting is used for both page types).

@wavegod and/or @aznbo187 how would you like the titles of the category/tag pages presented? See the attached screenshot to see what I'm talking about, and sample pages are TAG and CATEGORY.

Modified tags page have nicer header. Absent input from @aznbo187 and @wavegod I have closed this issue. It can be reopened or a new issue created for the next milestone if further modification is desired.

Awaiting design input from @wavegod. The tags look a little distracting in it's current version.
