Map Properties Dialog scroll bar disappears if dialog is moved. #493

Bug: If you move the dialog the scrolling capability disappears and doesn't come back.

To reproduce: Open any map. Click the Edit Map Colors gear button at top right. Grab the dialog and move it. Scroll bar disappears. On any tab that doesn't fit on the current screen, you can no longer reach the buttons at the bottom.

Moving it with the move to the opposite side of the screen button doesn't cause the behavior, only dragging it does.
