Use GitHub Actions to make NG-CHM-Artifacts release #514

When a new NG-CHM release is created in this repo, there is a GitHub Action that automatically creates a release in the NGCHMSupportFiles project. Feature request: also use GitHub Actions to create a release in the NG-CHM-Artifacts repo.

Closed in PR #521 and deployed in Release 2.24.2.
