Fetch artifacts #50

Reorganizes the repository's top-level directory.

Now uses "docker compose build" and "docker compose up -d" to build and deploy, respectively.

Removes NG-CHM artifacts from this repository and fetches them from a github artifacts repository during build.

Until, our NG-CHM-Artifacts repository has some official artifacts added to it, I added a temporary dev branch and tag (brad-test-v1) that can be used for testing.

Sweet! The only question I have is why you removed the version: '3.6' from the docker compose file rather than replacing it with newer version?

It's a deprecated element in docker compose.
