Created the unified dataset

I used the notebook labeled_preprocessing/Merge Unlabeled to Labeled for the computations. There were some issues with the data, still.

• For example there was a city that had double entry, same longitude and latitude, but different population and different riisks, so I ended up dropping the entry that was not c40.
• I also picked as unlabeled only the cities that existed in the dataset that @antosalerno had created, with the n largest cities per country , but maybe better is to implement the thing with the regional selection, based on the distance from the labeled cities.
• Also, probably this needs to run again due to #35 not having been done yet. Anyways, I end up with a dataset of 1211 samples, in total, from which the 324 have at least one risk labeled

Given that we have less than 2 weeks, it is not necessary, we could add it as a low priority issue...
