Update README to be more relevant to this cookiecutter template.
Removed:
Reasoning for not supporting Py2.7 / old Python
Advice on how long to support old Python
Notes on local installation / building from source (instead: users are pointed to the cookie README)
CI notes (for cookiecutter)
Discontinued CI notes (Travis and Appveyor)
Why not to cache dependencies (for cookie CI -- my reasoning is that users can just play with this themselves)
Pypi vs conda notes
Versioneer notes
Setup.py notes
Deployment notes
Most of these removals are because they resulted in a very, very long README and IMO would be easier to deal with as proper docs. Instead, the README more traditionally just tells you how to get going with the cookiecutter.
Edit: docs remain aspirational for the scope of this PR.
