Replace cookie CI

Changes:

• moved CONTRIBUTING.md to base level instead of hidden away in .github (https://github.com/MDAnalysis/cookiecutter-mda/pull/3)
• Switched out issue and PR templates for MDAnalysis-like ones.
• Totally replaced CI
• Removed files in devtools that I never seem to use

Changes to CI:

• only main branch is considered (no master)
• no cron jobs
• added pytest-xdist
• matrix of pythons 3.7, 3.8, 3.9 running on Ubuntu, Mac, Windows
• conda and pip dependencies are installed by using existing dependency files as in https://github.com/MDAnalysis/cookiecutter-mda/pull/6
• added tests to ensure building from source on a similar python 3.7-3.9 matrix on Ubuntu. The entire matrix is probably overkill, but worth having at least a couple jobs I think
