Start preparing for release on PyPi #17

Ultimately pip install meningotype should just work.

(Will also add brew and conda issues for me)

Package now on PyPI, and GitHub actions are in place to automatically make new releases when a new tag is pushed with a pattern vDD.DD.DD (e.g., v0.8.5)
