4 years ago I no longer work at MEDSL, so I don't speak for the team there right now, but I was using this dataset recently so I looked into this issue. I suspect the current numbers in the dataset might actually be right. A few reasons why I think this:
- Total votes in Barbour county in subsequent elections are 10777, 11630, 11509, and 10469. A total of 10395 in 2000 makes a lot more sense than 4116 does. For Alabama and Georgia counties that border Barbour County, total votes are indeed smaller in 2000 compared to later years, but not terribly smaller, and not nearly as different as 4116 would be from 10777, 11630, 11509, and 10469.
- If you look at David Leip's election Atlas, his totals match what the MEDSL dataset has, not what this SoS link does. See here:
It might be worth contacting the AL SoS office elections division and/or a Barbour-specific office. I took a quick look through other online information on AL's elections website and couldn't find anything helpful, though I might've missed something.

I believe the results for the 2000 election in Alabama for Barbour county are incorrect. According to the official state results located at https://www.sos.alabama.gov/alabama-votes/voter/election-information/2000/presidential-election-results?_ga=2.37986475.924318330.1604631384-2108296856.1604631384 the total votes should be 4116 not 10395. Also, all of the corresponding candidate votes are incorrect as well. Thanks.
