Introduce constraints for more reliable bitstream builds #603

Introduce pblocks to place components near their associated pins.

All recent builds hat stable hyper ram. So we will count this as a success for now.

Might need to come back to it if we want to support PMON hyperram, but this should also involve adding the new hyperram controller MJoergen wrote.
