This is a documentation only issue, but since the code to generate the manual tables is placed in mega65-core repo, we need to fix this here.
Section VIC-IV / MEGA65 SPECIFIC REGISTERS says FNRSTCMP Raster compare is in physical rasters if set, or VIC-II raster if clear. This is wrong, the bit is working the other way round.

Fix the description, and also add some clarification that
FNRST is a read-only copy of FNRSTCMP
RASCMP is only used if physical rasters are enabled via FNRSTCMP
