Vertical & Horizontal flips of characters are NOT working correctly in SEAM mode.
When in SEAM mode, using CHR16, colour byte 0, bits 7 & 6,
are meant to control the vertical & horizontal flipping of characters.
When using NCM characters, NO flipping is working.

As, neither vertical or horizontal flipping are working with NCM chars, then one can presume that these
may have NEVER been implemented for this mode ?
