GENERAL: Update commit message on github releases page #74

Presently, the CI-latest release page always shows a commit message dating back to 31st January 2021, despite new binaries being copied over to this release page (upon every successful merge/commit to master branch).

Use this card to look into improving this situation.

Ideally, the CI-latest page should should the commit message from the latest commit message to enter master, to give the user confidence they're downloading the latest & greatest binaries.

Instead of tackling this issue head-on, I've worked around it by manually editing the description field of the releases page to provide a more friendly explanation of the current situation and make it easier for users to locate the binaries of interest.
