Guidance Note for Reviewers

Reviewers may not see the comment left by an editor or review coordinator in a submission's Activity feed when a submission is opened/accepted for review. This means reviewers may lack guidance while participating in a review in cases where an editor or review coordinator actively intend to guide the review.

Add functionality those users managing a submission to provide a guidance note which would appear at the top of the Submission Review page and the Submission Details page.

This should be considered supplementary to the comment a user leaves when accepting a submission for review unless it is found that feature (#2055) is better replaced by this.

Review Checklist

• Review coordinators can provide guidance notes on submissions for review
• Editors can provide guidance notes on submissions for review
• Guidance notes appear on the Submission Review page
• Guidance notes appear on the Submission Details page
• Necessary backend unit testing has been added
• Necessary frontend unit testing has been added
• Necessary integration testing has been added

• Interactive elements for adding a guidance note are announced by a screen reader
• The content of guidance notes are announced by a screen reader
• No new color contrast issues are introduced
