MODS xml record not always including deposit author's HCID #179

The MODS record should include the deposit author's HCID. This is happening for some deposits and is NOT working for others.

Should test to see if this is still and issue after syncing

@amareshjoshi Any idea of this is still an issue?

I'm going to close this We only found one instance of this happening and it was at a time when there were other issues with the Fedora server. We can create a new issue if this problem re-appears.
