When you select New LdS->Implement->Register your VLE you can register or update the data for the VLE you will work with. However, there is no way of adding new VLEs so that the user can choose which one wants to use when he clicks on "Implement as". In that window the user should be allowed to select not only the course in a VLE (The text "Select one of your registered VLEs" is confusing because they are really courses) but also the VLE.
