Implement loading deploys from WC format in GLUEPS

with a POST /GLUEPSManager/deploys multipart request composed of:

• NewDeployTitleName = Deploy name
• archiveWic = zip file with IMSLD, or XML with the GLUEPS deploy
• sectoken = security token
• instType = LD type: "IMS LD","PPC","T2","GLUEPS"
• vleData = the VLE data structure (XML or json file including - name, type, accessLocation, creduser, credsecret, course, participants)

This call also creates a hidden design resource, which can be deleted automatically by setting a flag in the DELETE (see #7 )

Theoretically, also includes GLUEPS cheking the course and participants/groups to update the final deploy
