[Suggestion] Document revision dates show UCT rather than local time #54

Under Account settings, the Member Since time is shown with "+0200", but in Revision History this is not shown. Users may assume the revision times are local, rather than UTC.

We will add a comment into History Revision by now. In the second prototype we will include a more sophisticated solution.
