Python Script (main), which calls modules that include functions for the following:

Ingest Data
Preprocess text
Venctorize text
train model (SVM)
hyperparameter tuning (is this necessary for D2?)
predict on test set
output predictions
output evaluation metrics

Shell Script takes as args train, dev, test, a model output filename, a prediction output filename, and a results output filename
