Empty <lib/> element causes fontmake to not understand the glyph #4

googlefonts/fontmake is extremely picky.

It doesn't understand .glif files with empty elements, or .glif files with non-standard ones. I previously suggested we add an element stuck in a comment as the last child below the root. I still think we should, but this is yet another sign.

Fixed in current release.
