<Be-El>  - 6) null: org.postgresql.util.PSQLException: ERROR: insert or update on table 
<Be-El> "read" violates foreign key constraint "read_seqrun_id_fkey"
<Be-El>   Detail: Key (seqrun_id)=(21) is not present in table "seqrun".

TODO: build testcase and verify for master

can't reproduce for master; closing until reproducible testcase is available
